Recent changes have introduced a new process that participants need to follow when wanting to purchase certain items.
Standard household kitchen items like food processors (e.g. Thermomixes and KitchenAids), air fryers, and dishwashers are listed on the “No” list. However, the NDIA has made some items from this list accessible through a new category called replacement supports. Standard household items now fall under this replacement support category.
In the past, when a participant wanted to purchase an item that wasn't clearly identified as an NDIS support, they could obtain a letter from an allied health professional. This letter would explain how the item would benefit the participant and how it related to their disability.
Under the new NDIS rules, only two categories from the “Out” list can be considered for replacement. These are:
• Category 1: Standard commercially available household items
• Category 2: Smartwatches, tablets, smartphones, and apps used for accessibility or communication purposes
For example, if a participant believes a Thermomix is necessary to support their needs due to their disability, they must submit a replacement support request. Their application must address all the following conditions:
The item must -
1. Replace an NDIS-approved support that is already included in the participant’s current plan
2. Deliver the same or better outcomes
3. Cost the same or less than the support it is replacing
4. Fall under either Category 1 or Category 2 as outlined above
In addition, for Category 1 items, the participant must demonstrate that the item:
• Is necessary due to the impact of their disability
• Increases their independence in completing entire tasks
• Reduces or removes the need for a support worker or disability-specific assistive technology
The participant should provide explanations and supporting documentation, such as letters from allied health professionals, to justify the purchase. While the NDIA state that support reports and documents aren’t needed, we strongly encourage participants to submit these alongside the application.
Once the NDIA has assessed the application, they will inform the participant with their decision in writing. Whether or not the application is successful, the participant will receive a formal response.
If the application is approved, the participant will receive written confirmation along with details on how to proceed with the purchase. Only after this written confirmation is received can the participant purchase the item.
